Cecilio & Jocelyn Eleazar

Dr. Cecilio Eleazar coordinates BCMW’s work in the Philippines from Las Piñas City, Metro Manila, a role he stepped into after praying for a counseling ministry following his 2021 MABC. An answered prayer arrived through a forwarded letter from his alma mater, The Master’s University, about a search for a Philippines coordinator with what was then Overseas Instruction in Counseling.

Cecilio leads a Biblical Counseling training class of forty to fifty students, a weekly Hermeneutics class, and a virtual Sunday class for high-school-age believers, and he has offered personal counseling online since March 2020. He has built partnerships across the Philippines, including with Guiding Light Christian Church in Baguio City and Greenhills Christian Fellowship in Albay, where he now works toward training roughly five hundred pastors.

Cecilio completed his D.Min. in 2026 and serves as VP for Development and Academic Dean of Puritan Theological College in Manila. He and his wife, Josie, married since 1989, have three children and three granddaughters.
